I could see bubbling coming from the area around the shaft for the governor (I think it's that) where it goes down into the engine. See picture and yellow arrow.If not, then the other possibilities are low voltage to the clutch due to a connection issue or the clutch could be shot. You first need to verify if the clutch is adjustable. If it is there will be three nuts on the outside perimeter of the clutch. The gap should be set at 0.010".
