I think problem is not build.The short answer is probably through optimal charisma equipment + arcane sorcerer bloodline. That probably gets you the highest DCs as a sorcerer. Whether it's the most optimal sorcerer. Arguable (Sylvan Sorcerer is really, really good too with the pet).
